24 Million GEL in Gifts Received by Officials over 8 Months

"Transparency International - Georgia" continues to study the gifts declared by officials. It turned out that from September 2025 to April 2026:

  • 379 officials received gifts worth 24 million GEL.
  • They received 11 million GEL in cash and 12 million GEL in real estate. They also received cars, weapons and jewelry as gifts.
  • 60.78% of the gifts were received from parents.
  • According to the agencies, the Ministry of Internal Affairs received the highest value of gifts in total - 2.3 million GEL.

Gifts As A Means of Legalizing Illegal Income

In order to prevent illegal enrichment, officials are obliged to include in their property declaration any gift received by them or their family members, the value of which exceeds 500 GEL. In addition, they are prohibited from accepting gifts, the value of which exceeds 5% of their annual salary.

The restrictions do not apply to gifts received by officials from family members or close relatives. This exception is logical, however, at the same time, there is a danger that in the absence of proper supervision, the exception will turn into a “loophole” in the law, which unscrupulous officials will use to “launder” income prohibited by law, that is, income received in violation of the law will be declared as a gift received from a family member or close relative.

Therefore, it is important that in each case when a public servant declares a large gift (a large amount of money or high-value items, services), the State Audit Office examines whether there is an attempt to legalize illegal income. At the very least, it should be checked whether the person giving the expensive gift had the financial means to give such a gift.

General Data

From September 2025 to April 2026, more than 4,700 officials filled out the declaration. Of these, 379 officials declared gifts, the total value of which is 24 million GEL.

What Types Of Gifts Do Officials Receive

Officials most often receive gifts in the form of real estate. In the period 09.2025-04.2026, 100 individuals received real estate worth more than 12 million GEL in total. Of the real estate, 48 are residential houses, and 69 are land plots.

233 officials received a total of 11 million GEL in cash, which is an average of 47 thousand GEL per person. Of these, 28 officials received more than 100 thousand GEL. 28 cars and 6 weapons were also declared as gifts.

In the case of giving a monetary gift, the gift is often indicated in dollars or euros. Of the 11 million GEL gifts received in the period 09.2025-04.2026, 5.6 million GEL were in dollars, and 1.7 million in euros.

In terms of total value, officials received 60.78% (14.9 million GEL) of gifts from parents, 4.3 million GEL from siblings, 2.4 million GEL from relatives, and 1.3 million GEL from children.

Representatives Of Which Agencies Receive The Most Gifts

Officials of 158 different agencies received gifts. The highest total value of gifts was received by employees of the Ministry of Internal Affairs of Georgia, 46 employees received gifts worth 2.3 million GEL in total. Next comes the Ministry of Foreign Affairs, which received gifts worth 2 million GEL in total. Then comes the Ministry of Environmental Protection and Agriculture, where 9 employees received gifts worth 1.6 million GEL in total.

Who Received The Most Gifts

According to the declarations for 09.2025 - 04.2026, the following 10 officials received the most valuable gifts:

1. Tamar Dolidze – 930,060 GEL

Position: Deputy Head of the Internal Audit Department of the Ministry of Foreign Affairs

Tamar Dolidze's children received four real estate properties valued at 350,000 GEL, 150,000 GEL, 300,000 GEL and 100,000 GEL from their father. Also, cash in the amount of 15,000 GEL and 5,000 EUR. In total - gifts worth 930,060 GEL.

2. Demur Sulaberidze - 900,000 GEL

Position: Chairman of the Khoni Municipality Sakrebulo Commission (former)

Demur Sulaberidze received a plot of land valued at 900,000 GEL from his mother.

3. Zurab Gozalishvili - 800,000 GEL

Position: Director of the NNLE-Rural Development Agency

Zurab Gozalishvili received real estate valued at 400,000 GEL from his mother twice, for a total of 800,000 GEL.

4. Mikheil Sarjveladze - 500,000 GEL

Position: Minister of Health

Mikheil Sarjveladze's wife received real estate valued at 500,000 GEL from her brother.

5. Paata Patiashvili - 446,080 GEL

Position: First Deputy Minister of Defense

Paata Patiashvili received real estate valued at 164,000 USD from his brother. At the average exchange rate for 2024-2025, the value of the gift is 446,080 GEL.

6. Khatuna Totladze - 408,000 GEL

Position: Deputy Minister of Foreign Affairs of Georgia

Khatuna Totladze received a cash gift of 150,000 USD from her mother. At the average exchange rate for 2024-2025, the value of the gift is 408,000 GEL.

7. Kakhaber Gavasheli - 408,000 GEL

Position: Deputy Governor of Saburtalo District Administration

Kakhaber Gavasheli's wife received a residential apartment valued at 150,000 USD from her sister. At the average exchange rate for 2024-2025, the value of the gift is 408,000 GEL.

8. Nino Mdinaradze - 389,677 GEL

Position: Member of the Presidium of the State Audit Office of Georgia

Nino Mdinaradze received a total of 142,218 USD in cash from her parents. At the average exchange rate for 2025, the value of the gift is 389,677 GEL.

9. Sandro Tsabutashvili - 377,800 GEL

Position: Head of the Border Management and Coordination Main Division of the Patrol Police Department of the Ministry of Internal Affairs of Georgia (former)

Sandro Tsabutashvili and his wife received a total of 377,800 GEL in cash gifts from relatives.

10. Tinatin Medzmarishvili 338,750 GEL

Position: Head of the State Procurement Division of the Ministry of Regional Development of Georgia

Tinatin Medzmarishvili's wife received two residential apartments from her mother, one of which is valued at 90,000 USD and the other at 35,000 USD. At the average exchange rate of 2024, the total value of the gift is 338,750 GEL.
