Between 2022 and 2024, a total of 40 auctions were conducted in Adjara for the purpose of property privatization. Of these, 28 auctions were uncontested, with only one bidder participating. The shareholders and directors of the 8 companies that won these auctions are major contributors to the ruling party Georgian Dream – Democratic Georgia. Collectively, they donated 1,050,000 GEL to the party. Through uncontested electronic auctions, they acquired assets valued at 15,023,700 GEL.

• In total, 46 land plots covering 599,033 m² and 11 buildings with a combined area of 27,759 m² were privatized. The initial privatization value of these properties was 74,183,000 GEL, which increased by 19,378,700 GEL through bidding, resulting in total revenue of 93,561,700 GEL for the Adjara budget.
• Of the completed auctions, 16 were re-announced. In three cases, the initial privatization price was reduced by 20%.
• Assets sold in competitive auctions were privatized for almost double their starting value.
• By contrast, the starting value of assets auctioned uncontested was 55,040,500 GEL, with minimal price increases. The total value rose by only 1,176,700 GEL.
• The shareholders and directors of the 8 winning companies are significant donors to Georgian Dream – Democratic Georgia, having contributed 1,050,000 GEL in total. Six of these companies won their auctions uncontested.
• Altogether, the donors acquired 8 land plots (175,525 m²) and buildings with a combined area of 36,343 m². The aggregate starting value of these properties was 14,191,000 GEL, and they were purchased for 15,023,700 GEL with only marginal increases.
• Agro Green LLC, wholly owned by Zurab Naskidashvili, a donor to Georgian Dream, won an uncontested, re-announced auction for a 62,220 m² land plot and a 22,768 m² building located in Alambari village, Kobuleti Municipality. These assets were auctioned with a 20% discount.
• An auction for a 48,772 m² land plot was won uncontested and with minimal price increase by Facade System LLC. The company’s director, Lasha Paghava, is a business partner of Zaur Putkaradze (Agroglum LLC), whose son, Jaba Putkaradze, served as Minister of Finance and Economy of Adjara during this period and oversaw the auctions.
• Three of the winning companies have also received a total of 4,422,449 GEL through state procurement contracts since their establishment: Tursa LLC (1,932,256 GEL), Georgian Concrete Clubs LLC (157,047 GEL), and Anagi Betons LLC (2,333,146 GEL). Each of these companies won its auctions uncontested, in a single step, with minimal price increases.
• Three companies (Chelebi Group 2022 LLC, City Guide LLC, and Metal-X 2023 LLC) were established after the auctions were announced, while two companies (Industrial Space LLC and Logistics Management Group Eskadra LLC) were founded two weeks prior to the auction announcements.

According to Transparency International Georgia, between 2022 and 2024, the Ministry of Finance and Economy of Adjara announced 309 electronic auctions, of which only 40 produced winners. The remaining 266 failed due to absence of participants, and 3 were canceled by the Ministry itself.
